Stop/starting motion blurr

Anyone know how to stop a motion blur?
I attached one to my flys wings by the camera properties but dont know how to make the wings stop looking blurred when they are static through my animation.

You can set an envelope for the motion blur to turn it on or off under the camera properties panel under the motion effects tab. Click the E button to build your envelope.
