I not sure if is the right place for my question.

A friend want to sell me Lightwave 6.5 version with dongle and license.
I want to know if it's possible to upgrade the software to 7 or 8 version and how much is the cost to upgrade ?

No, you'll only be able to upgrade to the current version (Newtek don't sell old versions of their software).

Your friend will probably have to write to Newtek as well, informing them of the transfer of the license in order that you can purchase the upgrade.

So if I buy LW 6.5 with transfered License, I can upgrade it to 9.5 or higher?

I would first double-check with Newtek to make certain that you can get upgrade pricing from such an old version but, in theory, you should be ok.
