Hmm, well good start, there is definitely a lot of room for improvement... Maybe it would be good to break down the elements in a WIP?

The main element being the clinic, it looks pretty good but very very basic. I don’t see buildings in that much of a good shape unless they're brand new. Maybe some wear and tear, grafiti very small under a window or on the side? The textures are definitely in need of some work. The windows are so super reflective, evene if you are going for that effect I think it could be stronger if they were opaque. Especially as it reflects the unfinished part of the scene.

Have a look at siquier’s site as he’s into doing scene’s with the outside of buildings and very good at textures. Take some time to see how he composes the scene and gives the viewer something to actually take in – your scene lacks much of a point without being rude, but what are we looking at? Also note how he add’s. Also guowei’s site is pretty amazing for textures.
