The easyest way is to assign different surfaces to the different parts. The thin part you would assign a chrome surface by selecting the polygons and typeing q then enter chrome for the name. Then select the polygons you want for the black part and hit q and enter a name for that surface. Now open Surface editor and you will see the Chrome surface and the other surface. Just enter the values for the different surfaces.

Here is some starter chrome for you. For good looking chrome you need to have a good environment to reflect try an HDIR image for good reflections.

Color very Light blue/grey 155 Red 165 Green 169 Blue
Diffuse 25%
Specularity 80%
GLossiness 70%
Reflection 50%-60%
