Sure, if you open the numeric panel for the bevel tool, you'll see that there are four numeric fields. The ones you need to be concerned with are the ones labelled Shift and Inset.

Shift allows you to specify the distance that the bevelled polygon will be from its origin (moving along the surface normal).

Inset allows you to specify the relative size of the bevelled polygon.

Therefore, performing a bevel with shift but no inset will give you the same effect as extruding a polygon.
