Well, there's two things I think it could be.

(1) It could be Radiosity 'noise', although this usually shows up as a dark graininess. This is caused by having a too low setting for your rays per evaluation setting - essentially missing out bits of the scene when the light rays are traced.

(2) It could be HDRI bloom noise. Whatever image you're using as your background image is causing too much specular bloom on the rendered image. You might want to look at turning down the brightness of that image somewhat, and also try adding some gaussian blur to it in PhotoShop to see if that helps a little.
