because the scene is so dark, it is difficult to see that there is water there at all.
the white of the forum doesn't help, as this glares the eyes from seeing small color shifts.
the advantage of having it spill over is that it will be caught by the light more, and it will draw the viewers attention toward the drain, whereas at the moment the eye is drawn down the tunnel.
this is not a bad thing, just stops you from examining the scene more fully.
I personally would go for the overflow.
