In my opinion, having the parts you will animate seperately in different layers with pivots set is the way to go. If the mech has any displaceable parts, i.e. Robbie the Robot's tubular arms, then use bone tools as they are for deformation. If the mech has only solid parts then seperate layers and IK chains are the way to go.
