This is not a per cent thing, not in the normal way, at least.
The value is divided by 100 (100=1, 15=0.15 and so on)
You got only 100% points selectet because 1 is 100% and 100 is.... a lot

, so it took only the 100% and above points.
Try something like 0.1 to 1 (which means 10% to 100%)
