Gallery is definitely down at the moment - I checked over at SimplyMaya who share the gallery with SimplyLightwave and they reported it as being down several months ago.
The usual route for posting for the gallery is posting it as a regular "finished work" then adding a tag like "Good enough for the Gallery" in which case the mods will pick it up, look over it and then submit it if they think its worthy.
That's my understanding anyway.
