what happens is when you merge points all the points that are at a distance less than the max value introduced will be merged at the location of the first point in the series.
So if you have points 101, 203, 222 and 500 at a distance less than say 1 m of each other and you press merge-fixed 1m- then all the points will be moved over point 101 and merged
With weld you select which point is the base ( the last point you select) so all the others that are selected before the last one will be moved over the it and merged.
But as long as the effect goes, yes, both are the same thing.
Merge is just more automatic than weld since you don't have to select the points to be merged.
