LW8 development isn't complete so nobody outside Newtek really knows what all is in it. They haven't made any announcements as to what changes will be in Modeler.
Ino, the writer of FXBreak and several other plug-ins is part of the development team and responsible for a lot of the new dynamics they showed at Siggraph. 3rd party developers are limited to what Newtek gives them in the way of the API. With Ino able to work at the core of LW, he should be able to do a whole lot more.
As for snapping, there are a couple things you can do to get something like that now. Set the Grid Snap (Display Options>Units) to fixed and you can snap to any distance you like. Selecting a point or group of points and hitting Ctrl-V will set you set the value for the X,Y, or Z. Searching Flay.com might list some plug-ins that give snapping ability.
