ok create a spot light, go to the properties panel, click on projection image, go load texture, now get an image of some wate caustics, once loaded, check on Volumetric lighting, then go to Backdrop and choose a backdrop colour ( I used 20, 116, 130), the F9.

the settings I used for the light are attached if you want them
Good luck

Dae

here is the caustics images and f your spot light is far away from the character you can increase it height in the Volumetric options on the Light properties panel if that does not work move your light closer, if you have any questions you can PM me.

The character itself is a little too dark, though... hard to see it. Not sure how to fix that without adding some sort of light source to your scene.
