Hopefully that's explanation enough - the calls for entries are usually done via the CGTalk forum. To be honest I wasn't overly impressed by Expose I - there were one or two nice images but there were also some pretty crummy ones too. I'm not saying I can do better, but I just expected more. Apparently, Expose II has had an absolute deluge of entries compared with the first one so big kudos to Philip for getting in there as I think the competition is probably that much more intense this time round.
