Default Rigging: Bone issue in Layout

Rigging issue:

Hello everybody,

I was just recently attempting to set up some sort of a rig for a dog, using this box model. But i had to stop short because of this!!!

This happened after I parented the arm bone to the chest bone area. First the whole thing moved up... i checked off "parent in place" then gave another try and then the whole arm part just moved off the bone! Can anyone please guide me around this. This never happened to me, and now when it has, i dont know how to fix this! Help please!!!

EDIT: I also wanted to add that the whole thing is on one layer...

Hi Zeeman,
try setting bones off, disable deform, then move bones inside the mesh, if mesh don't go to it's original position as it should, then select each bone at the time and hit r (Record Rest Position). Enable bones and Deform.
