Question newbie needs help: shirt & coat

Very new to posting...Have a question...I created a shirt and a coat, in the same layer. Both are a target object. I checked self-collision, so I assume the shirt and coat should not intersect each other. The shirt and coat are not acting like one object, they pass through each other. What am I doing wrong?
