Default Mirroring in Layout

Hi guys! I'm having trouble mirroring my object in Layout. Whenever I use the Mirror command (shift+V) it just creates the same object and just offsets it. I was trying to get a complete mirror of it. Can anyone help?

This is a bit late; however, a lot of the time you need to check the mode settings, you might have it set to "action center mouse"
Sometimes you need to hit n for numeric and check to see if there is an offset set in the x y or z inputs.
