Exclamation moving antenna and such

on my M1 that im working on (in WIP section) i have two antenna on the turret..how can i get it so the antenna move and jiggle when it moves? and i also have another problem...how can i get the wheels for the tread to stay extended untill the are forced up by the ground llike hills and such. and then go back down automatically...i dont know if anyone has watched Moder Marvels on the History Channel or if they did, did they see the episode about the M-1 and the shots of it going over the bump track and how the wheels moved up and down so that it remained level. and after that is there anyway i can get the tread to stay flush with the wheels when it doesuse it shocks?

Not sure about the treads, but for the antennae I'd be tempted to pop a bone chain in for each of them with nulls parented at the ends. Then, you can either manually animate the nulls, or add a motion modifier to obtain some automatic animation. Be sure to triangulate or subpatch the antennae first though if you want to avoid artifacts.
