Default Lights and Hyper Voxel FX

Well, I am still in my beginning stages: Need help with some light fx/hyper voxel . I want to creat a constant glow of light ver bright, and have like "orbs" spirit like entities floating to the top. I need a good solid tute on hyper voxels and how to apply light fx to them if possible..

Default Here is an image of what I am trying to do

I am attaching an image of what I was talking about doing. If you look you will see like the teleport station where the orbs are floating and you see that glow of light. I am trying to figure out how to create that light fx and the orbs glowing as they float up
